Web accessibility for state and local government

Cities, counties, state agencies, transit authorities and special districts now have a fixed federal deadline for web accessibility.

What the law requires

ADA Title II and the Department of Justice's 2024 web accessibility rule. WCAG 2.1 Level AA.

  • April 26, 2027 for public entities serving 50,000 people or more
  • April 26, 2028 for smaller entities and special districts

The DOJ moved both dates back one year in an interim final rule on April 20, 2026. The underlying duty not to discriminate still applies today. The rule covers websites, mobile apps and documents posted online, with limited exceptions such as archived content.

Where we focus

  • Online forms for permits, payments and service requests.
  • PDFs of agendas, minutes and notices.
  • Meeting video, which needs captions.
  • Sites behind firewalls that block automated scanners. We work with your IT team to allowlist our scanner before testing.
