Web accessibility for colleges and universities

Public colleges and universities fall under the same Title II rule as state government, and course content counts.

What the law requires

ADA Title II for public institutions; Title III and Section 504 for private institutions that receive federal funds. WCAG 2.1 Level AA under the Title II rule.

  • April 26, 2027 for public institutions in jurisdictions of 50,000 people or more
  • April 26, 2028 for smaller ones

The rule also covers learning management systems, course pages, and the documents and videos posted in them.

Where we focus

  • Course materials in the learning management system.
  • Lecture video captions.
  • Admissions and financial aid forms.
  • Departmental sites built by many different people.
